  2. A frozen horizon protects released work and a per-cycle change budget limits schedule churn.
  3. The portfolio screen checks reliability before and after the alternative for every affected confirmed order.
  4. Verified emergencies require corroboration and use a capacity-limited emergency lane before SAP validates the revised schedule.

The production scheduler proposes a practical bounded alternative; authorized management supplies judgment and rationale.

The governor ranks review, checks floors and blocks alternatives that destabilize existing commitments.
